The screw head rests on the outer rear window shim and travels through a hole in the rear window. From the underneath side, the "barrel" nut travels through the mounting bracket and fastens the screw firmly into position. 1963 Corvette hardtops typically require one set at the top of the rear window, while 1964-67 hardtops require a set at the top & bottom.
